Here are a few of the items the Commission considered Monday.

PLANNING APPLICATION

The applicant, Kim Berry, representing Cameo Homes, requested

approval of a master plan amendment and changes from perimeter

open-space requirements and for a reduction in the number of on-site

parking spaces. At the site is a 276-unit apartment complex named

Park Mesa Village at 550 Paularino Ave.

Berry proposed replacing 80 parking spaces with 70 one-garage

spaces in seven buildings. Because of the 10-space reduction in total

parking, she needed an exception to do so.

WHAT HAPPENED

The commission approved the application, but required Cameo Homes

to provide the same number of parking spaces it has now and not

reduce it by 10 as desired. The commission also required the company

to post signs around the parking areas with a phone number that

residents can call to complain about parking problems, to create a

parking management plan and to get together with the nearby Avalon at

South Coast apartment complex to resolve parking issues in the area.

WHAT IT MEANS

The complex will still provide 476 parking spaces and will have to

follow through on the other recommendations.

WHAT WAS SAID

“Reducing parking was a bad idea and bad policy,” said Chairman

Bruce Garlich.

PLANNING APPLICATION

The applicants, Frank and Terry Minnameyer, requested approval of

an exception from backyard lot coverage requirements to allow

construction of a one-story, 264-square-foot master bedroom addition.

WHAT HAPPENED

The council approved the application.

WHAT IT MEANS

The Minnameyers can build their addition.

SUBDIVISION REQUEST

The applicant, Joaquin Sahagun, requested approval to convert an

unoccupied two-story, four-unit residential development to ownership

units through a subdivision.

In March, 2001, staff approved the construction of four detached

residential units. Building permits were issued for the units as

apartments, which are under construction.

Sahagun proposes a one-lot airspace subdivision to allow for

individual sale of the units. He is also requesting approval of a

design review to ease the conversion from rentals to ownership units.

The commission approved the subdivision.

WHAT IT MEANS

The project can be subdivided.
